IFTA

The International Fuel Tax Agreement (IFTA) is a cooperative agreement among the lower 48 U.S. states and Canadian provinces. It simplifies the reporting of fuel taxes for motor carriers operating across multiple jurisdictions. Established to streamline tax collection, IFTA allows carriers to file a single quarterly tax report with their base jurisdiction, which then handles the distribution of taxes to the appropriate regions.

Who Needs IFTA?

Motor carriers operating vehicles that meet the following criteria must register for IFTA:

  • Vehicles with two axles and a gross vehicle weight exceeding 26,000 pounds.
  • Vehicles with three or more axles regardless of weight.
  • Vehicles used in combination that exceed 26,000 pounds gross vehicle weight.

By streamlining fuel tax reporting, IFTA helps motor carriers focus on their operations while ensuring compliance with tax laws across multiple regions. Proper understanding and adherence to IFTA rules are critical for smooth operations and avoiding penalties.

MILES AUDIT

The first step in the IFTA process is conducting a comprehensive miles audit. This involves:

  • Tracking Miles: Accurately recording the total miles traveled in each jurisdiction using GPS systems, trip logs, or electronic logging devices (ELDs).
  • Data Accuracy: Ensuring the data is precise and free of errors to avoid discrepancies during filing or audits.
  • Documentation: Retaining detailed trip sheets and supporting documents as required by IFTA regulations.

IFTA CALCULATION

Once the mileage is verified, the next step is to calculate the fuel tax owed. This includes:

  • Fuel Usage: Determining the total gallons of fuel purchased and consumed in each jurisdiction.
  • Tax Rates: Applying the current tax rates for each jurisdiction to calculate the fuel taxes owed.
  • Fuel Tax Credit: Accounting for any fuel tax credits available from overpayments in certain jurisdictions.
  • Reporting: Summarizing the results in the IFTA quarterly return form for submission.

IFTA STATE AUDIT

Periodic audits are conducted by individual states to ensure compliance with IFTA rules. This process includes:

  • Record Review: Examining mileage records, fuel purchase receipts, and trip logs for accuracy and completeness.
  • Variance Analysis: Comparing reported data against audit findings to identify any discrepancies.
  • Compliance Assessment: Ensuring adherence to IFTA requirements and addressing any issues identified during the audit.
  • Penalties: Applying fines or penalties for non-compliance or inaccurate reporting, if applicable.
